India’s second spaceport at Kulasekarapattinam in Tamil Nadu is emerging as a base for private rocket launches, with the government moving to place its operations under private management as commercial demand grows.

The Small Satellite Launch Complex in Thoothukudi district is designed primarily for small satellite missions, including launches into polar and sun-synchronous orbits. The facility is expected to support greater private participation and increase India’s launch capacity as space startups move towards commercial operations.

The development follows Skyroot Aerospace’s successful July 18 launch of Vikram-1, which became the first privately developed Indian orbital rocket to reach orbit from Indian soil. The mission placed customer and technology payloads into low Earth orbit and made India the third country with private orbital launch capability, according to ISRO and Reuters.

Kulasekarapattinam offers a geographic advantage for missions to polar orbits because rockets can follow a more direct southward trajectory over the sea. The government has said the facility is intended for Small Satellite Launch Vehicles and is expected to be completed during the 2026-27 financial year.

The project has an approved financial outlay of ₹985.96 crore. Parliamentary information published in March said the second launch pad was under construction and that, once operational, the facility was expected to support 20 to 25 launches a year.

The latest move towards private management could give launch companies greater access to infrastructure and help raise launch frequency. IN-SPACe has initiated an expression-of-interest process to transfer operation and management of the Small Satellite Launch Complex to an Indian private company, according to reports published this month.

The spaceport is also becoming the centre of a wider industrial cluster. Tamil Nadu and IN-SPACe signed an agreement in June to establish a Common Technical Facility near Kulasekarapattinam, with IN-SPACe providing equipment worth up to ₹100 crore and the state government providing land and supporting infrastructure. The facility is intended to provide shared testing and integration capabilities for private space companies and startups.

The state government has also proposed a Space Industrial Investment Zone covering Thoothukudi and Tirunelveli districts. The initiative is intended to attract aerospace manufacturing, satellite-related businesses and supporting industries around the new spaceport.

Private launch companies are already expanding their presence in the region. The supplied report said Agnikul Cosmos, Skyroot Aerospace and EtherealX were establishing facilities around the emerging space cluster, while companies involved in propulsion and related infrastructure were also considering investments.

The commercial opportunity extends beyond launch vehicles. Ground stations, satellite manufacturing, payload integration, testing, software and space-based applications could develop alongside the launch infrastructure, creating a broader supply chain around Tamil Nadu’s space sector.

The central government has projected that India’s space economy could grow from about $8.4 billion to $40-45 billion by 2030 and reach $100 billion by 2040. The July success of Vikram-1 has added momentum to efforts to increase private participation across launch vehicles, satellites and space applications.

The immediate milestone is completion of the Kulasekarapattinam facility. Government information currently places commissioning in the 2026-27 financial year, after which the first rocket launch from the new site will be scheduled.
